Rebecca Horton was born in the coal mining camps of West Virginia. With a career spanning over 46 years she started her first job as a 15-year old teen with the Marion County Extension Office 4H program. Prior to graduating at Fairmont State University with a Bachelor of Science degree, she was employed as Program Manager for a state-wide youth pilot program for the Governor’s Office of Economic and Community Development under then-Governor John (Jay) D. Rockefeller, IV.
